In MDL-75156 we introduced a new Grade summary page with averages information for course grade items. We used default report builder filter. Now we need to make those look/behave as in figma prototype - https://www.figma.com/file/Q32b6Brl54TrEUBTjwgdz0/4.1-Gradebook?node-id=1%3A6008

1. So filter must be moved next to tertiary nav
2. We should create a muliselect filter (currently there is no in report builder). This can be used outside of gradebook as well
3. We need to introduce search of grade items. Search should be displayed next to activity types filter
