Testing Instructions:
- Log in as admin
- Create a course C1 and at the course level set Group Mode to 'No groups' and set 'Force group mode' to Yes.
- Create a BBB activity
- Check that the alert banner does not appear

When a course is configured with a forced "No groups" setting, the BBB activity shows an alert banner like this, which is untrue / misleading:

"The room was configured for using groups but the course does not have groups defined."

BBB should not display this alert when "No groups" enabled.
