Given the parent Product backlog item (PBI) (MDL-75362), We want to conduct the initial development of the feature in a manageable chunk that should be completed within a sprint.

Once the initial development is done and the code has been sent to Peer review, attach the code to the parent PBI and request PR. This issue can then be closed.

If this work happens to sprawl across sprints, then this issue should be closed upon sprint completion and unused time estimation carried over to a new dev issue linked to the parent PBI such as this issue. The current time estimation on this issue should not change.
