We found a curious behaviour during upgrade from 3.11.x to 4.0.2 in one system.

All files and folder resources were moved into one topic of the course from the original topis. This happened only in courses with topic format.

Log data: The user with id '279' updated the 'folder' activity with course module id '132980'.

Any idea how this could happen?
