As a teacher
I want to create a new field from initial zero state page when there is no field created
so I don't need to navigate to fields page

Following prototype we should conver 'Create a new field' into a dropdown with the list of all the existing field types on zero state page.

Once the teacher chooses a field type on the dropdown, they should be redirected to the 'Create a field' form. Both Cancel and Save options on that page will redirect the user to Fields page.
