Before work begins on actual implementation of user flows etc, we need to spend some time investigating what is possible with the existing backup functionality, to allow us to package and send content to MoodleNet.

The end aim for this issue is to prepare a proof of concept for selecting activities and creating a backup file without any user data, bypassing all of the usual backup process steps, since the "sending to MoodleNet" process will need to obscure those steps from the user.
