      add hooks to paypal plugin to allow testing on www.sandbox.paypal.com

      • use undocumented configuration settings in config.php - $CFG->usepaypalsandbox
      • conditionally replace www.paypal.com with www.sandbox.paypal.com
      • maybe add some more debug info
