Regression of question_delete_activity() method location

      MDL-68774 fails testing in Moodle 4.0 due to the changed position of question_delete_activity(). In the test conditions, if the adhoc task is run before the patch in MDL-68774, the patch is not called as the question_delete_activity() is placed after the quiz module record is deleted
