In previous versions of moodle users could be added to the main page as a teacher so that they could edit site resources and make calendar changes to the site calendar.

Those abilities didn't seem to migrate from 1.6.3 to 1.7

I have a site resource that I have changed the "role" for to allow a user teacher and admin rights but they still are not able to edit the resource. The update button is there but the error "Sorry, but you do not currently have permissions to do that (Manage activities)" is shown.
