GitHub Actions already supports Focal Fosa (20.04).

Currently, we are using Bionic Beaver(18.04) and this is now four years old.

Note: This will only work after the minimum PHP version of Moodle is set to PHP 7.4, as GitHub Actions only supports PHP 7.4+ on Focal Fosa (20.04).
