Questions are not restored from Moodle 4.0 backups in older versions

      Steps to reproduce

      1. In a master Moodle site, login as admin.
      2. Create a course with a quiz with some questions.
      3. Create a backup of this course.
      4. In a 3.11 Moodle site, site as admin.
      5. Restore the previous backup file.

      Expected behaviour

      Questions are restored

       

      Current behaviour

      The quiz is empty (no questions are restored).
