A guest user can see incomplete single activity navigation

      1. Login as Admin
      2. Create a Course
        1. Set 'Format' to 'Single activity format' (Course format section)
      3. Go to the the course Participants page
      4. Go to the Enrolment methods page using the tertiary navigation selector
      5. Enable Guest access in the course
      6. Log out
      7. Login as a Guest
      8. Go to the Course
        1. confirm that you do not see a secondary navigation menu

      When viewing a single activity course as a guest user, they can see the course and module options. However, the former is an empty dropdown while the latter just redirects to the course page.
