Report builder action menu items have button role

      1. Log in as admin
      2. Go to Site admin > Reports > Report builder > Custom reports
      3. Create a new report
      4. Close the report editor to return to list of your reports
      5. On the report table, expand the actions menu for the custom report (the cog icon)
      6. Inspect the menu items.
      7. Confirm that the menu items have the "role="menuitem"" attribute.
      8. Edit the report's contents
      9. On the Audience tab, create a new audience of type "All users"
      10. On the Schedules tab, create a new schedule.
      11. On the table of schedules, expand the actions menu for the schedule that you created.
      12. Inspect its menu items.
      13. Confirm that the menu items have the "role="menuitem"" attribute.

      5. Expected: The menu items should have a "menuitem" role.
      6. Actual: They have a button role.
