During the nav project, the participants_action_bar was whipped up to handle the pages/interactions between participants and sub pages - assign roles, permissions, etc. 

This was used in both course and module context. However the same function is now being used within a category context and it was raised during integration that 'participants' does not fit well into all of the options available via this renderer e.g. roles. 

This issue was raised to discuss changing the class to something more appropriate.
