The admin page “Manage blocks” at /admin/blocks.php  should display a reminder about the /admin/search.php?query=unaddable settings  and perhaps provide a link to this search result page, so the admin can check if the enabled blocks can actually be added to courses, and so s/he can sync both types of settings as needed.
