Navigation issues in site administration pages

      Steps to test

      1. Login as admin
      2. Go to Site administration
      3. Navigate through each page in the site administration.
      4. When the user navigates to the child pages, it should have secondary nav tab highlighted.
      5. When the user navigates to pages like Site administration -> Appearance -> Logos, the user should not see breadcrumbs. Because the "Appearance" is not a link.
      6. When the user navigates to for example Site administration -> Appearance -> Themes -> Boost, user should see breadcrumbs. Because all nodes have link here.
      7. The same logic in the above step is applicable when the user navigates to Site administration -> Users -> Permissions -> Define roles, the breadcrumbs should be visible.

      There seems to be some navigation issues in some site administration pages.
      One case is the 'Define roles' page (Site administration > Users > Permissions > Define roles). When going to a different tab (ex. Allow role assignments) on this page or accessing the roles, the 'Users' item is no longer highlighted in the secondary navigation menu and also breadcrumbs are not displayed on this pages.

      As part of this issues we need to go through the site administration pages and fix any issues related to the highlighting of the secondary navigation items and missing or improperly displayed (as per the rules defined in https://tracker.moodle.org/browse/MDL-72652) breadcrumbs.
