tsala raised this issue while reviewing the settings for MDL-73248.

Steps to reproduce

1. Login as admin
2. Go to "Site administration > Site admin presets".
3. For the "Starter" preset, select the "Review settings and apply" option in the Actions menu.

Expected behaviour

dataformat_json, filter_activitynames and filter_mathjaxloader display the translated string.
