While this didn't change in MDL-69542, we should still consider how this is handled and work out whether any changes are needed to improve the workflow. I don't think we need to consider legacy launches here because those are just that - legacy. Basically, we want to set up Moodle-to-Moodle LTI over LTI Advantage and see what the provider does when it has site policies enabled.
