report_helper::print_report_selector function does not take non action nodes into account

      1. Edit report/log/lib.php function report_log_extend_navigation_course() function.
      2. Within this function change the $url so that $url = null;
      3. This mimics either there not being an action or if a container folder without an action is added to the course reports node.
      4. Go to a course
      5. Open the Activity Report
      6. No error should be reported.

      If you install a plugin that adds a navigation node with no action to the coursereports node. The report_helper::print_report_selector function will try to call the out() function on it anyway.
