      2. Navigate to a course
      3. Switch editing mode on
      4. Open the blocks drawer
      5. Verify the 'Add a block' button has a solid border
      6. Scroll down the main page until you see the 'Add an activity or resource' button
      7. Verify the 'Add an activity or resource' button has a solid border

      Based on rafaellechugo's comment on MDL-73442, there's a new design to implement for 'Add activity or resources', 'Add block', 'Add topic' and every other similar element. 

      The border of those elements should be solid instead of dashed.

      Also, there were some design specifications from MDL-73274 that were not implemented e.g the "plus" icon should be inside a box also with rounded corners.

      EDIT: Also address the issue raised in the linked duplicate issue.
