The tertiary navigation lacks any context as to it's purpose, but is consistent with elsewhere and should be resolved by MDL-73595

The select element on the far right of the page also lacks context, but acts as a form submission when changed. Apart from the user no longer being asked for confirmation before submitting the form (MDL-73604), they are given no context about what it actually is and/or refers to - a help icon would be good here
