The latest boost course layout break the course editor dropzones

      1. Create a topic format course with several activities and sections:

      since MDL-71457 and MDL-73168 were integrated, most of the dropzones do not display and work as expected anymore (more information in this comment ) and this issue also solves this problem:

      • The course index elements now have rounded corners that produce a curved effect in the dropzones as well
      • The  dropzones 2px width borders displace most of the content.
      • Someone removed (again) the activity padding and move it to margins. This affects the "hover" js detection as the margin is not considered part of the element.
      • The course content dropzones margins should be compensated to prevent the content from being displaced when the dropzones appear.
