With 1.6 we created a principle that the installation process can be done in the admins own language. Martin developed a great process for this goal.

Now we are breaking this principle during the update from 1.6 to 1.7 or an other installations.
The main parts of the installation are in the admins own language. well. But than we present him/her the new settings and functions in the adminstration menus. This pages are only available in english. This is because at this moment the admin didn't load the language package of his language or he/she didn't update his old lanuage package.

• Updates: Message/Page for updating the language package before updating the moodle system
• Installation: New page in the installation process for uploading language packages before the additional adminstration informations are shown.
