In addition to the setting for (mandatory) support email address, there is also a setting in the same section for support URL, which isn't covered by the scope of MDL-72984. What happens in cases where a site uses a support page and not a support email (for example a big uni who has requests submitted through a web form that go into another system?

I think it's great we make sure it's easy for everyone to see and access support, but I'm not sure whether we should be dictating how sites must receive their support requests. Perhaps we need a follow up issue to this one (maybe it's something for 4.1), where we add a setting on the same page to allow admins to choose which of those (email, URL or both) are displayed in the footer popover - but must provide at least one?
