Remove the secondary navigation when there are no items to display.

      Prerequisites:

      1. Create a course with a student enrolled
      2. A glossary activity within the course

      Testing:

      1. Log in as an admin
      2. Confirm you see the primary navigation in the top bar
      3. Go to the course
      4. Confirm you see the secondary navigation with the more menu
      5. Go to the glossary activity
      6. Confirm you see the secondary navigation with the more menu
      7. Login as the student
      8. Go to the course
      9. Confirm you see the secondary navigation
      10. Go to the glossary activity
      11. Confirm you do not see the secondary navigation
      12. Confirm there is no space between the context header and content

      When there are no items to display in the secondary navigation, then the secondary navigation should not be shown. It currently shows as dead white space.
