Hide debugging performance information in a JS collapse (controlled by local storage pref)

      I’m thinking that we should hide all of the debug performance information in a collapse, like we do for other unimportant content. We can easily do this and remember the setting in a browser-side local storage field. There is no need to store this as a user-preference, and it should be hidden by default if no preference is shown.

      This will simplify the page when viewing a site, and show developers a closer view of what end users will see.
