The exported .zip package of data provided is great as a UI, but it provides an issue in that it forms a dependency on having a system where viewing this data is readily possible and requires zero technical expertise.

A case suggested here is an individual who doesn't readily have access to their own personal computer, and perhaps does not wish to use a corporate/education provided one, to extract the zip file and view the private data.

Likewise, there will readily be individuals who don't technically understand what this means or readily how to do it.  Also, not sure if the suggested 7zip requirement is still true for Windows users, as an added step of complexity, if so.

Also, in a very mobile-first world, the use of a zip file doesn't always work smoothly, with iOS being an example.

Would it be possible to generate a PDF in a similar fashion, in order to further simplify things? perhaps as an option for SAR to use this instead of the zip output?
