Smilies don't load in HTML editor

      Smiley/emoticon page does not load when the smiley face in the HTML editor toolbar is clicked. The previous version of Moodle we had (1.6.1) did not experience this issue. Once we upgraded to 1.6.3, the problem started. When I click on the smiley face in either Firefox or IE, I get a page not found error. If I put the direct location of the dlg_ins_smile.php file directly into the browser, I get a page not found error. However, the file is there, does exist, and all permissions are set correctly for the web server to access. Other files in that directory load fine when put into the browser address bar (e.g., dlg_ins_char.php). For test purposes, I installed a copy of 1.7 beta in parallel, under the same parent directory, with the same permissions, and I do not experience this issue. That installation's dlg_ins_smile.php page loads up correctly when I click on the smiley face in the HTML editor. Something must have changed between 1.6.1 and 1.6.3 that affects this behavior.
