Remove tool_health from core

      1. Login as an admin.
      2. Go to Site administration / Plugins / Admin tools / Manage admin tools
      3. Confirm there is not tool health on the list of the tools. 
      4. Go to URLMoodleSie/admin/tool/health
      5. Confirm is not working and you get a 404 Not Found error.

      Remove tool_health and add it to the plugins directory.

      When moving it to the plugins directory, it would be nice to change the maturity from ALPHA to STABLE as mentioned in MDL-67228.
