Uploading a file with users includes the decision of which encoding was used in the file. This is not an easy decision for a non technical user and leads to users wrongly created, with diacritics changed into unreadable characters.

My proposal is that after the file gets loaded the encoding is automatically detected and the Encoding selector should become inactive unless the detection had failed, like this:
