Scenario 1: messagingallusers enabled
- Log in as admin
- In Site administration, enable the messagingallusers setting
- Go to Users > Browse list of users
- Open the profile of a user with whom you do not share a course
- Confirm the "Add to contacts" button is visible on their profile
- Click the "Message" button to open the message drawer
- Click the three dots in the messaging panel, verify "Add to contacts" appears in the menu
- Click the avatar or name in the messaging panel and confirm that the "Add to contacts" is visible
Scenario 2: messagingallusers disabled, no shared course
- Log in as admin
- In Site administration, disable the messagingallusers setting
- Go to Users > Browse list of users
- Open the profile of a user with whom you do not share a course
- Confirm the "Add to contacts" button is not visible on their profile
- Click the "Message" button to open the message drawer
- Click the three dots in the messaging panel, verify "Add to contacts" is not present in the menu
- Click the avatar or name in the messaging panel and confirm that the "Add to contacts" is not visible
Scenario 3: messagingallusers disabled, shared course
- Log in as admin
- In Site administration, disable the messagingallusers setting
- Create a course and enroll a student
- Open the enrolled student’s profile
- Confirm the "Add to contacts" button is visible on their profile
- Click the "Message" button to open the message drawer
- Click the three dots in the messaging panel, verify "Add to contacts" is present in the menu
Scenario 4: Enable messagingallusers, then disabled
- Log in as admin
- In Site administration, enable the messagingallusers setting
- Navigate to Users > Browse list of users
- Open the profile of a user you do not share a course with
- Verify that the Add to contacts button is visible on their profile
- Click the "Add to contacts" button
- Confirm that "Contact request sent" is displayed
- Return to Site administration and disable the messagingallusers setting
- Go back to the same user's profile
- Verify that "Contact request sent" is still displayed

It happened to me in moodle.org, but it can be reproduced in school demo:
- Login in https://school.moodledemo.net/ with "parent" user.
- Go to "Barbara Gardner" profile (you can reach it using the "Online users" block for example).
- Click the "Add to contacts" button at the top. The button will change and that makes you think it was successful.
- Refresh the page. The button is back to "Add to contacts" because the request wasn't sent.
- Click "Message".
- Open the "3 dots" menu.
- Click "Add to contacts".
- Click "Add". Nothing happens.
The WebService returns a warning, not an error, I guess that's why it's not displayed. Maybe the "Add to contacts" option shouldn't be displayed if you cannot add the contact.
