Login as admin.

Go to "Site administration > Plugins > Plugins overview".

Verify there is no longer a mention of 'WebCT'.

Access to the Site home page.

Go to the "More" in the cog and click "Import" in the Question bank section.

Check "WebCT format" doesn't appear in the "File format" list.

WebCT was acquired by Blackboard in 2006, so I think we can safely remove the WebCT question import format from core.
