PDF Editor: Allow dragging and resizing grading and PDF panels

      It can be very helpful for teachers grading the submitted assignment in the PDF editor to be able to drag the divider border between the PDF editor and the grading method panels.

      Especially in advanced grading method, that uses a large rubric table with many scales.
