Upgrade JQuery and JQuery UI to latest version

      Testing scenario: Library upgrade

      1. Go to Site administration ► Development ► Third party libraries.
      2. Confirm that jQuery is listed with a version number of 3.6.0.
      3. Confirm that jQuery UI is listed with a version number of 1.13.0.
      4. Go to http://[your.local.moodle.site]/lib/tests/other/jquerypage.php.
      5. Confirm that the page works and there are no errors in the JavaScript console.
      6. Go to Site administration ▶︎ Development ▶︎ Template library (which uses jquery) and select any of the templates.
      7. Confirm that the templates are being properly displayed and there are no errors in the JavaScript console.
