Add qbank_viewquestionname to core

      Test scenario 1

      1. Login into the Moodle site as an administrator
      2. Navigate to: Site administration > Plugins > Plugins overview
      3. Confirm:
        • That the “View question name” plugin appears under the "Question banks plugins" section

      Test scenario 2

      1. Create a Course
      2. Navigate to the created course: Actions menu (Gear icon) > Question banks
      3. Create a new question using any question type. Fill in the idnumber field and add some tags to the question too.
      4. Confirm:
        • That the question name column is visible.
        • The column is showing the tags for the question.
        • The column is showing the idnumber for the question.
        • Sorting for this column works properly.

      This implementation will introduce a qbank plugin "viewquestionname"
      which will view the question name column in the question bank view
      by replacing the core classes. Having this plugin will give users
      the flexibility of enabling or disabling the question name column.
