Overview
Except for some activities (assignments,quizzes) there isn't the ability to differentiate files, and so the upload limit is the same all over the course. It would be interesting to have the ability to limit upload per file type to avoid huge video files, for instance. A Moodle Backup File (MBZ) shouldn't be the same as a MP4 file. Also, I might have an Architecture course and need big image files, but don't want huge PPTs.
This could be useful to enforce Institution's best practices, specially concerning video distribution with Video Management System, or simply to enforce Youtube usage instead of Moodle upload.

- Allow teachers uploading big MBZ files while prohibiting them to send other files types.

As a admin I should be able to define different upload size limits per file type
As a teacher I should be able to restore a course (MBZ file) independently of the course upload size limits
