Essay question: min and max word limits not imported correctly from Moodle XML files

      1. Logged in as teacher/admin
      2. Go to the question bank in any course.
      3. Create a new essay question and set one or both of the min/max word limits.
      4. Save the question.
      5. In the questoin bank, choose Export as Moodle XML in the edit menu for that question.
      6. Go to the question bank in another course.
      7. Import the file you just exported.
      8. Edit the imported question (so you can see all the settings).
      9. Verify that the the min/max word limit settings have been copied correctly.

      This is a mistake I made in MDL-69101. The import was not building the data structure that qtype_essay::save_question_options expected. Or, save_question_options was not correctly handling the data structure from Import, depending on how you want to look at it.
