aarch64 mimetex type support for filter tex

      1. Run moodle on a aarch64  type cpu device.
      2. Login as admin and visit /admin/filters.php  enable  tex notation
      3. Next go to /filter/tex/texdebug.php  , from the list of radio buttons, choose "Show a graphic image of the algebraic expression rendered with mimetex."
      4. Click "do it"

      expected result:

      We should see clear text image from output box. Please see this from the attachment

      Moodle ships with binary files for doing mime type detection of uploaded files on a variety of platforms
      Windows, Macosx, Freebsd and Linux.

      Would be nice to support aarch64 mimetex type
