Participant-page sort order of scandivanian characters are wrong. Finnish alphabet order is

A, B, C, D, E, F, G, H, I, J, K, L, M, N, O, P, Q, R, S, (Š), T, U, V, W, X, Y, Z, (Ž), Å, Ä, Ö

Å&Ä&A sorting is missing completely as seen in attached picture. When sorting by last name right order should be

• Ahtiainen
• Ahtokari
• Åkerblom
• Ähtiäinen
• Oululainen
• Öytti

At the moment Moodle 3.9 provides

• Ahtiainen
• Ähtiäinen
• Ahtokari
• Åkerblom
• Oululainen
