Upgrade Sabberworm/PHP-CSS-Parser to 8.3.1

      1. In the site admin, add the following to "theme_boost | scsspre" (Site administration / Appearance / Themes / Boost) 

        .block-region .card {
        		 
            border-color: #FF0000;
        		 
        }

      2. Purge the theme cache
      3. Go to the Dashboard.
      4. Confirm that the borders of the blocks are displayed in red.
