H5P not installed correctly and not updating correctly

      On a new installation (Ubuntu Server 20.04, Moodle 3.9.2) we noticed only the first four H5P content type were installed (Accordion > Collage).

      Investigation shows a very limited set of H5P libraries available.

      The H5P update content types Cron job is failing - see attached screenshot.

      Viewing the scheduled task you can see it is not completing.

      I updated this site to 3.10, but this did not resolve the issue.

      Manually adding an H5P content type does work, and the content type and libraries are added correctly. However, this is a very manual workaround, and definitely not solving the issue of the automated content type updates via cron.
