Invalid content ID when creating H5P activity

      1. Login as an administrator
      2. Go to site administration -> language -> language packs
      3. Install another language pack ( Spanish , Arabic , … )
      4. Add a new course
      5. Add a new activity of type H5P 
      6. Click the URL that says ( Use the content bank (opens in new window) to manage your H5P files ) under Package File 
      7. Click Add button and choose any h5p content type (Accordion for example)
      8. Change the language from the language menu 
      9. Check to see that the Invalid ID Error is no longer shown and you can continue adding the content after changing language

      When I use the content bank to add a H5P activity and I switching the language, I'm getting the following error:

      The error is not related to any H5P activity or language. I can reproduce the error with any combination. Furthermore I can also produce the error when I click on "Purge all caches" in development mode is activated.
