Hi, I am running 2 weeks old fresh 3.9 Moodle instance. I was testing direct messaging functionality (the chat available in the top right corner). I have 3 users on the site : teacher (myself) and two students. Search doesn't return any of them (except currently logged user), therefore I can't chat with anybody. Both students are enrolled in the test courses I created.
