The function, `serialise_tool_proxy()`, should be removed in Moodle 4.2. It was deprecated in 3.10+master in ~~MDL-67695~~.

It is currently not used anywhere in the core Moodle project.

It is currently located in `/mod/lti/locallib.php`.

You can see the original deprecation message in `mod/lti/upgrade.txt`.
