Login as an administrator

Go to site administration -> language -> language packs

Install Arabic language pack or any other RTL language

Create a new course and check the direction of the question mark inside any of the help icons

Change language to Arabic by adding the following parameter in the URL ( &lang=ar )

Check you see that the help icon flipped accordingly

The pointing side of the "help balloon" should change in right-to-left languages.

Now, it is using the same direction of the left-to-right languages, which is inconvenient.
