Text direction html displayed in grader report

      Noticed this when triaging MDL-69791. Basically, the atto html is visible on the grader report when in ajax quick feedback mode.

      Steps to reproduce:

      1. Create a course.
      2. Enrol yourself.
      3. Add an assignment activity.
      4. Grade one of the students, making a short feedback comment via the grading interface.
      5. Go to the gradebook.
      6. Go to Setup / Preferences: Grader report.
      7. Set "Show quick feedback" to Yes.
      8. Set "Enable AJAX" to Yes.
      9. Go back to gradebook (grader report).
      10. Click Turn editing on button.
      11. Notice the "<p dir=ltr..." text in the feedback area.

      FWIW, If you give that element focus, then reload the page, the HTML is encoded properly.
