Editing blocks and course content in Moodle with a phone web browser (Google Chrome for mobile) while arranging the blocks or activities with drag drop causes the mobile web browser to scroll to where the touch is.

To reproduce:

Open your Moodle LMS in a mobile web browser.
Go to Dashboard or to a course.
Click "Customize this Page" in Dashboard or "Turn Editing on" on one of the Courses
Try moving the Blocks in Dashboard or Resource in a course
