New 3.9 Upgrade: Activity Chooser hangs/throws error

      Upgrading a small Moodle site to 3.9 and suddenly the activity chooser is not working. It just hangs with a spinner.

      Turning off the chooser to see the dropdown menus when editing mode is turned on also throws an error. 

      This may not be a bug, but I would appreciate any guidance in tracking it down. Might be a database value corrupted but I can't determine which table to look into to confirm it.

      Also, I know the component isn't "filepicker" but I didn't see "activity chooser" anywhere.
