As an admin go to the Content bank page by clicking the link in the nav drawer for Boost theme, or Navigation block > Site pages for Classic Theme.

Verify the "Moodle Docs for this page" link refers to contentbank, not contenbank.

Go to Site administration > Plugins > Content bank

Verify there is a category=contentbanksettings parameter in the URL.

As spotted by marycooch , the 'Moodle Docs for this page' link for the content bank is http://docs.moodle.org/39/en/contenbank

'contenbank' is a typo. It should be 'contentbank'.

http://docs.moodle.org/39/en/contenbank temporarily redirects to https://docs.moodle.org/39/en/Content_bank to help users, but it would be nice nonetheless for the typo to be fixed.
