Editing quiz question section title, should be right align in RTL mode.

      1. Login as teacher user
      2. Create quiz or use already exist quiz
      3. Change language to RTL language such Hebrew or Arabic
      4. Go to quiz questoin edit  
      5. click on the pencil icon to edit the section name
      6. verify that all text boxs are align and not cross other boxs

      Editing quiz question section title, should be right align in RTL mode, and the help tooltip should be left align and displayed above the input field (as in LTR mode)
